VerticalAlign Does Wonky Stuff

I apologize in advance if this has already been posted - my search game is not on point today.

I have an issue where setting the VerticalAlign on a label to "Top" moves the text towards the bottom, and selecting middle or bottom vertical alignment moves the text higher up, beyond the bounds of the label. Has anyone else experienced this?

I suspected mirrored shapes, but found out that Visio handles this operation very well.
