Developer Tab and Mode option settings not persisting

Has anyone had and solved this problem? IT finally provided me with a new laptop, but now whenever I close Visio it deletes/resets the option settings and turns off Developer Mode, unchecks the Developer tab in the ribbon. So every time I open a document I have to re-check Run in Developer Mode and re-customize the ribbon.  All of my other settings changes persist, just not this one, and it's driving me nuts. I'm running Visio 2013 standard with Windows 10.
