Visio Pro 2007 - Text disappears when I new floor plan schematic is inserted

Hello,  I'm using Visio Professional 2007 within Windows 7 64-bit environment.  I created a floorplan drawing by inserting a jpeg floorplan schematic of the building on one layer and then inputting voice and data drop locations in another layer, on top of that schematic.  Floor plan configuration has changed so I received a floorplan schematic update.  I inserted the new schematic jpeg into the visio drawing as a new layer.  The voice and data drops numbered locations do not show up, but appear to be underneath the schematic drawing picture.  I made all layers invisible.  Then made the new floorplan schematic visible and then made the drop locations visible.  The drop locations still don't show up.  What do I need to change?  Note:(the old floorplan schematic still exists in the drawing but is INvisible).  Do I have to delete the old schmetic background?   Thanks in advance for your assistance.

You have to change the z-order of the shapes. Select the jpeg and do a SendToBack from the Menu.
In Visio layers are only for putting shapes in the same category, so you can turn visibility on/off at the same time and some other things. Layers have nothing to do with the z-order like the layers in Photoshop or other graphic-tools. To change z-order you have to do this by shape.
