can't get Drawing Toolbar to open in Visio 2003

Using Visio 2003.  When I click on the the Drawing Tool in the Toolbar... it wont' open.  The icon will depress and un-depress on click, but I never get the pop up Toolbar.


Also tried VIEW --> Toolbar --> Drawing and it will toggle the icon to depress, but no pop up?


any help?   THANKS>
