Is there an easy way to ensure that a connection point is placed at the exact top, bottom, left, or right of a circle?

Surrogate

You can find circles with these connection points in build-in stencils! For example Basic shapes.

Thomas Winkel

Or, adjust the exact position in the ShapeSheet, section "Connection Points", cells "X", "Y".
Formulas:
=WIDTH*1, =Height*0.5
=WIDTH*0.5, =Height*0
=WIDTH*0, =Height*0.5
=WIDTH*0.5, =Height*1

If you do not have the ShapeSheet in shape context menu:
File -> Options -> Advanced -> Run in developer mode
