Shape property: Rotation

Problem
Many standard Shapes contain a rotation handle.
Some shapes don't have such property.

Question
Where can I find or turn on / off this rotation property in ShapeSheets-Shapes?
Or is this hidden somewhere else?

It can be turned on/off via the shapesheet in the Protection section, there is a cell called LockRotate.
