Problem: I can't Install visio 2003 sp3 on my Vista-64bit Home premium laptop. It installed fine on a different laptop. It installed fine on an identical laptop. What it does is it installs about a quarter of the way then "rolls back".
WHAT I DID TO SOLVE IT: Office 2003 was installed. I uninstalled it, and Visio worked! You should also try a different account, cleaning the disk(LOL), and removing .rbs files from the registry(don't ask).
