Can I enable the IRM in Sharepoint online plan2?

Now, I  can use a sharepoint online plan2.
I wish to enable the IRM in menu settings,
But I failed with an error message like that
" RMS online is established for this tenant, but the status is OFF.
  Please change to ON in Office 365."
Then I googled  some ways how to solve my problem,
and tried to enter some commands into special powershell.
But I failed in vain. I felt like pulling a set of endless chain.
I am tired!
Is it really possible to enable IRM for Visio.
