Can not nudge shapes with keyboard

I am using Visio 2007 Professional.  I am selecting shapes and then trying to nudge them using the keyboard arrow keys.  Unfortunately, when I press the arrow keys, the page scrolls.  The shape doesn't nudge.  Is there a way to fix this?
