Agile Dependency Bubble Chart

Is there a way to create an Agile Dependency Bubble Chart based upon excel data?  If you have not seen this chart before, it's a bubble chart w/ each bubble representing a project and each bubble has arrows input or output that represents dependencies.

Is this just an X-Y plot of bubbles that change in size according to a third variable, or something more complicated?

The bubble charts have no connectors showing their relations. Therefor again the question about some illustrations.
