For fixed text, one could use Juichi Yoda's Word Art tool that turns text into shapes. Get it here: Visio-WordArt

For the image below, I just created straight shapes from the numbers 1-9, with no fancy effects.

Then I arranged them (carefully) around a circle. Once arranged in a circle, I Shape > Operations > Combined them so that they were now all a single shape that would squish nicely!
