Featured Template being set to to first available template rather than chosen

When using Visio Solution Publishing Tool, the Featured Template option is:
-choosing the first available template
-rather than what I picked
See attached for screenshot

Any help would be appreciated

Advanced Installer v10.3 for the exe, msi, cab.

I did wonder if it was AI because I tried using AI for Visio stuff and I found various problems like this, interfacing with VSPT seemed problematical.
