To-Scale Resizing Question

I have an embedded Visio drawing with to scale shapes within another Visio drawing.  This accomplishes my task of having shapes with physical dimensions that are to scale, and when I edit them inside the embedded Visio drawing and then close out of the embedded drawing, i can resize the picture view of the shapes but retain the original shape sizes.  The problem with this is not scalable with a large project with many sheets with embedded Visio drawings that require a double click to load into the drawing and maintaining behind-the-scenes code.  Can this same actual size scaling be done with a container or another trick?
