Smarter Dynamic Grid

The dynamic grid feature needs updating.  There are at least two fundamental weaknesses. 
  1.)  Inconsistent spacing with zoom level.  Some prior comments recommend that the spacing be based upon integer multiples of the minimum spacing value.
  2.)  Inconsistent "syncing" with the rulers.  This is probably less of an issue for metric users than it is for English users.  This probably gets solved by the 1st improvement.  But, basically, regardless of zoom level, the drawing grid and the ruler grids have to align with each other.  It would certainly improve the "snapping" functionality.

PS.:  3.) The grids should always coincide with the drawing origin and radiate outward from there.
