Cross-functional flow chart not working Visio 2013

Visio 2013: The cross functional flow (CFF) chart template does not work even though it is available as an option when creating a new document. I am  not prompted to select the orientation and the cross-functional tab does not appear in the navigation. I can add a swimlane but there is no cross functional container. I have had Visio installed 2x and have a co-working having the same issue. Is there a option in the installation that specifies to turn this on or off? Automation events are enabled. Somewhere I read that the CFF feature is an add-in. The CFF template is the only reason I use Visio so if anyone has encountered and resolved this issue - your help is welcome.
