Display a map with a movable location indicator

I'd like to display a world map image (jpeg) with a location indicator that can be moved programmatically.
I'm thinking start with a blank template, insert the picture, then drop a "target" shape or something similar onto the map. Then I can change the target position by modifying the x and  y points for the shape. Am I on the right path or is there a better way to do this?
