Using Visio 2010

I am working with some shapes provided by a manufacturer of cameras that you place on a Google Earth shot.  The problem is the shapes are to scale.  I've been playing around with the page properties and trying to get it right but it keeps blowing the picture up bigger than I can zoom out!  I do know the picture is 937 ft wide.  I was using the ruler at the top that was reading about 21 in.  I'm guessing they're inches.  So I set the scale to 44.42238 ft = 1 in and it was way to big.    What am I doing wrong???

Did you mix up the values?
I tried it with a similar picture and set the scale to 1in (left box in the dialog) and 100 ft (right text box of dialog). It worked fine.
