I'm running Win7 Pro.  No problem.  I did your steps.  Got the WordPress screen.  The Captcha image was viewable as normal.  Already had an account, so couldn't go any further than that.  Well, I tried, but it bounced back that the email address was already used.  It seems to be working normally for as far as I could proceed.

Problem Solved - Kaspersky Anti-Virus 2012 is blocking the CAPTCHA codes from WordPress.  Pausing KAV permits the CAPTCHA image to appear on the registration screen.  Curious because I've toured other CAPTCHA protected sites without a problem.  I guess the hackers are winning the war.
