Control of layers (Bring to Front / Send back) Floor Plan

Try this ..
Select all the arrows (just select the first one, then control and click to add more) menu Format -> Layer
create a new layer called Arrows
All your arrow shapes should now be on this layer.
Now you can do as wapperdude says with the Edit -> Select by Type
and select the appropriate layer. Then menu Shape -> Bring to Front.
That seems to work.
