Solved: Data Graphic Legend for Text Callout

I am making shapes with "text" data graphics added (as opposed to data bar, icon set, or color by value). Specifically, I am using the circle and triangle callouts to differentiate between two different numbers. I'd like to add a legend showing what shape data the circle and triangle refer to, but when I click "Insert Legend" I get an error message stating "There are no suitable data graphics on this page". This does not happen when using a data bar, icon set or color by value. Is there any way to insert a legend for this type of data graphic? It makes no sense to me why it would be unsuitable.

Alternatively, would there be way to make a custom data bar to mimic a static simple shape callout?

Edit: Simply making a custom data graphic and calling it a "data bar" as opposed to "text" worked.
