Scaling of visio diagram in browser when publishing to web page

Hi,
When I publish a diagram to a web page using the Visio publish function, an emz file is created.
The emz file is the equivalent of an image map and it scales accordingly when you resize the browser.
The problem is that the diagram scales up or down from the center of the page, as if it was vertically aligned middle.
Any attempts to modify the code in the html page to get the content to be vertically aligned to the top of the page does nothing - i.e.

<v:shape style="top:-1000.0;left:-1000.0;width:3565.0;height:2000.0;position:relative;vertical-align:top" coordSize="3565,2000" coordOrigin="-1000,-1000">
<v:imagedata src="vml_1.emz" style="vertical-align:top"/>
</v:shape>

If you put something outside of the v:group tag that surrounds the v:shape etc, then an image can be controlled. However, you can't include the emz file outside of the v:group tag.

Is there a way to align the emz file to the top of the page?
