Visio2010 Web Page Hyperlinks no longer work on some xp systems

I developed all my websites using Visio2003 VML saves. I upgraded my notebook to Windows7 and upgraded to Visio 2010 pro. I resaved my main page which was created using Visio2003 using Visio2010. Now many users, but not all, are reporting none of the hyperlinks on the page work. I went over and viewed one of the systems. When you hover over the hyperlink the pointer changes to the hand finger pointer and the tag line is displayed. I noticed however on the systems where they work the tagline has two lines one that is the descriptor and the other indicating it is a hyperlink. On the systems the hyperlinks don't work only show the descriptor. We went through all of the internet options and found no difference in and advanced or otherwise option. I made sure the VML dll is registered in the system vgx.dll. We are all using IE8 -- 8.0.6001.18702 and XP Pro Version 2002 SP3.
