What is an unquestionably great combination of motherboard, CPU and GPU for the latest version of Visio Pro? My current tower with ASUS MOBO, 32 GB CPU RAM and a Quadro GPU will not even draw Visio Guidelines.  The guidelines show up as dashes of irregular length and quantity.  Pitiful!!  I need a new Windows 11 Pro compatible system that will absolutely, positively, handle production of civil engineering type drawings using the latest Visio Pro.

As long as your system meets or exceeds the minimum system requirements, Visio ought to run fine.  I presently have it on two units, both running Win11...an ASUS Vivo book laptop, and a custom built tower.  The tower was Win10 upgraded to Win11.  I'm running Visio 2019 Pro.

It seems to me to be more like a graphics drivers problem, or graphics accelerator settings.

This is a problem with the latest versions of visio, I've been writing about it for a long time, but microsoft doesn't respond in any way. You need to install the visio version, where you can disable hardware acceleration of image processing.
