Yes, I think it was just removed at some point. For me, it is also not there (Plan2)

This parameter was used in both 2019 and 2021, it was removed in one of the 2024 updates, it does not depend on the version. After it was removed and various problems started. I rolled back to the build without updates and disabled this option through the registry. And everything returned to normal, but after a while, even with auto-update disabled, it disappears again.

I'm just gonna throw this out there.  Years ago, I had somewhat similar issue that affected both Visio and a different graphics-type program, where the response to mouse movements was inconsistent and seemed "buggy."  What I ened up doing was to turn mouse acceleration OFF.  Maybe totally unrelated, but something to consider.
There are no problems, only opportunities

Well...
I just added my Samsung Flatscreen as 2nd monitor to my laptop as experiment.  Didn't do anything special, just let the laptop discover the Samsung, used the extended monitor setting, and that was all.  Everything worked fine.  Opened Visio on my laptop, dragged it to the big screen, opened a stencil and was able to drag and drop no problem.  Opened Visio file that had embedded Excel worksheet.  Copied the worksheet contents.  Went back to my laptop, launched Excel, and successfully pasted results.  Only bad thing was a sore neck because of location of big screen relative to my laptop.   ::)

So, question is, is this a 3 screen issue?

PS:  my mouse has mouse tails (trails???) enabled.

I think this may also be some graphic card / driver issue. I also run 2 external monitors, and the problem does not exist here. Also, it looks like at least one of the monitors should be 4K with some SCALING set (like, 150% or 200%), as far as I can see from the reports on this thread. But again, one of my monitors is 4K with scaling, and all runs fine... The problem does not seem to appear on ALL multi-monitor system, just on SOME.

Anyway, I would just let the Visio developers investigate it. Like, those who have the issue, should click "feedback", "report a problem" button and send the bug report. It is disappointing that many people complain and do not actually send the report to developers. The report includes full system specification, so it should be much easier to reproduce and fix the issue.

I also use V2019 without updates, there I have 'DisableEMFOptimisation' option.
Can you check in via Windows registry or just try this code in PowerShell
$test = Get-ItemProperty –Path 'HKCU:\SOFTWARE\Microsoft\Office\16.0\Visio\Application'
$test.DisableEMFOptimizations

Yep.  That entry is present, used Revert to find it.  Data value = 0

Of course...should the need arise.  On rare occasion, I have run 2 monitors, on 2 different systems, using radically different configs.  Have never encountered termed the issue presented by this post.  One system is desktop, running either Win10 or Win11.  The 2nd is Laptop, Win11.  From this, I feel reasonably confident it is not a Visio issue per se.  BTW, I run Windows Home, so nothing fancy.  There is still the lingering issue that possibility that 3 monitors rather than 2 might be an issue.
