Off-Page Reference Not Working

I wonder if anyone can assist me in solving an issue I have only recently doscovered.  I have been using Visio for over 20 years and never experience this before.  When you drag the off-page reference shape onto the page, it does not show the window where you can choose a new page, or pick from an existing to link to.  I am desperate to get this resolved as I am working on a very large diagram and the off-page reference functionality is critical.  Thank you in advance of anyone who may be able to asisst.

This is still working for V2019 desktop.

Need more info about your setup.  Visio Version, PC op sys.  Is this an old or new file?  Do you have an old file where this works?  Have you tried simple new file to see if it works or not?

There is a setting, can't remember exactly where and I'm not on a Visio compatible PC at the moment, but its to do with enabling events:
