Behavior of cursor keys when shapes are selected

Usually I can move shapes (the selection) when pressing cursor keys. I used that for positioning the shapes precisely in the grid.
From time to time the behavior switches to panning - the view moves, not the shapes.

Well I taught not to bother you too much and consult the AI and indeed. It worked. Didn't even know what a scroll lock is.
So here for the next one stumbling over the issue:
