Is there a shapesheet property that can be changed to NOT allow anything to glued to it?

Which object's ShapeSheet property are you referring to?

My 1st reaction was same as Surrogate's.  But, now, it occurs to me that answer is no.

What you need to do is select the shape, then ribbon>View>Visual Aids.  That brings a pop-up window from which you can set the Snap and Glue settings for the shape.

Wapper, then only issue with this solution is that it turns all of the glue abilities off, including shapes that I do need to glue to. In my situation, I need to prevent a certain shape from being glued to. All others still need to be able to be glued to.

The shape that I need to prevent a glue to is a 1D line, and it is grouped into a larger shape. The solution that I found was to change the 1D line to a 2D line. The prevents the lines endpoints from being snapped or glued to.

Perhaps some games with GUARD.  I have seen that GUARD will disable certain behaviors

Ah.  Yes.  My suggestion is indeed global.  My bad.

Thomas Winkel's suggestion seems to be best option.  Doesn't catch all cases, though.

That's the important information!

In the settings of the group prevent snapping to sub-shapes completely.
Set the snap points on the group not the sub-shapes that you want to snap to.
