Title: Mouse scrolling in Sharepoint

At the compnay I work for, we have Visio 2007, Sharepoint 2007 and IE8.
The pc's are locked and secured so that no enhancements or updates can be installed.

So working within these limitations, I have the following scenario

I saved a drawing as a webpage and uploaded to the project sharepoint site and then added a 'web page' part in the sharepoint page to display the visio drawing.
The problem is that the mouse scroll wheel does not function while the cursor is on top of the html drawing. Move the cursor outside of the drawing and the scroll wheel works fine.
However, since I also have Chrome installed, I tried to view the page on chrome. The mouse scrolling problem does not exist in chrome and I am able to use the mouse to scroll up and down on the page.

Do you think this is an IE8 problem or something else?
