Using "PageIndexer" Visio drawings saved as PDF

I downloaded and am using "PageIndexer" in Visio Pro. I save drawing sets in PDF for field techs and would like them to have the usage of "PageIndexer". Can "PageIndexer be modified to work outside of Visio Pro?

it's a Stencil Visio Guy created to provide page selection by listing all pages in a set of drawings. It creates a GoTo list frame by page number. Works great inside Visio. I would like it to work outside when drawing set is saved as a PDF so my field techs can follow and direct work flow.

Works great inside Visio.

It's Visio VBA, it will only work within Visio.
