Visio keeps changing to Print settings.

I have created a drawing containing elements which is clearly landscape.
I have set Page to Landscape in print Setup.
I have set Paper to landscape in print Setup.
I would like Visio to scale the Paper to fit the drawing to A3 landscape, so using either:
  * Print Setup > Page Setup> Fit to 1 sheet across and 1 sheet down / Landscape
or
  * Size > Fit to drawing
...paper is always changed to either Portrait or incorrect scaling as if the drawing is as wide as a portait drawing
In Print Preview if I change Page Setup > Page Size to Landscape, and Apply it changes it back to Portrait.
When I change Page Setup > Page Size to Landscape a second time it looks like it stays in Landscape, but it changes it back to Portrait again, then print preview shows it printing a portait drawing on landscape paper.

Is there a setting I've missed? I'm going around in circles!

On the Page Size settings, check that
Let Visio expand the page as needed
is not set.

Yes "Let visio expand" is set.
