Is this feasible with Visio/Outlook VBA/Automation?

Is it feasible to build a low-volume solution that takes in e-mails with an Excel file attached, via an Outlook client running on a PC, runs Visio to process the Excel file to create a Visio file, and send this Visio file back to the user who sent the Excel file?

We're talking about tens of e-mails processed per day at most so much lower volume than what a modern client can process. This is for a customer who does not allow macros running on the end user PC's even though the macros are signed and are no security issue whatsoever. The solution proposed above would be a good temporary workaround until we have a Visio add-in version ready.

If macros are not allowed then I don't think there's much else that can be done. Powershell might do something but that almost certainly wouldn't be allowed either.
