Visio to PDF with hover over popup

Hi all, new here and new to Visio.
I am working on a schematic type of diagram that includes test points.  I would like to be able to hover or click on those test points and have a popup with an image or text available.  The end result of the document will be in PDF format.

Is there a way to do this or a better tool to use?

Try export your visio document to SVG with addin

After this step publish svg to pdf.

Thanks, this may be able to work if I could publish to HTML/SVG but when I send it to PDF the interactivity is lost.
