Older dll and vsl files not being seen in 2019

I have a tool that I've been using for years in Visio.  It generates buttons that run background scripts to compile bills of materials for each page and also makes tables of contents.  This works without any hiccups in 2016, but in 2019 the buttons appear however the functionality is lost.

The file paths are pointed in the right directions.  It sees the uninstaller add on when I go to View-Add ons as well as in the trust center settings (which all match the 2016 version of Visio that works), my packaged stencils, but it doesn't see the actual add-on tool itself.  Are there any changes in 2019 that would prevent me from using older .vsl and .dll files?

Those files would have been designed for a 32-bit version of Visio. 64-bit versions of Visio cannot interface with the older 32-bit dll and vsl files.
There is a 32-bit version of Visio 2019.
