Increase Distance Between Shapes W/O Increasing Scale

I use Visio primarily to create stick maps. I copy in a picture from Google Earth, drastically increase the size of the picture, draw the fiber lines over it, and then I add my stencils to show locations of cell towers. I have just completed a hub using this same method, but I didn't make the initial image large enough to fit all of the stencils I need without everything being cluttered. I can highlight the drawing and increase the scale of the lines I've drawn, but when I do so, my stencils scale up out of proportion. Is there a way for me to scale up the size of my drawing in a way to where my stencils can move with their associated lines without messing up the proportions of the stencils? The alternative is to replace all of the oversized stencils with their normal-sized counterparts or to move every single stencil over to where it needs to be one-by-one.

Try this, you will need to have Developer Mode enabled.
1. Select all shapes, then deselect the background map shapes.
2. Now, ribbon Developer -> Protection
and set Width and Height to be protected.
3. Now select all shapes, and drag the resize border to the size you want. Every shape exept the backgrounds should have moved with the bachground but not resized.
Now repeat 1 and 2 and turn off the protection.
