Is there any way to place a stencil file on a server and have that file shared by a number of people

I want to put my visio stencil on the job server, so me and others workers can work all from the same stencil. So if someone makes a modification on a stencil all other workers have the change in the stencil.

If you can create a URL to the stencil then there is no reason why not (as far as I know).
