Custom fill patterns

I looked at the existing posts but couldn't find an answer. I am using 2013 and when I create a custom fill pattern it only fills a small section of my object. Unless I set it to single image fill. But any other option just fills a small corner of a rectangle?
Why is that?
I have also heard reference to changing the page scale of the pattern to make it a more appropriate size. how do I do that?
