Web page hyperlinks don't work in all browsers

I got a set of workflow diagrams that represent the process structure in my organization.  Each level has a number of diagrams that I've 'saved as web page'.

Navigation relies on inserted hyperlinks that take the viewer to a sub-ordinate page and then directs them back.

The problem I've got is that the hyperlinks don't work in Firefox and Microsoft Edge, they do work in IE 11.

Can any one shed light on this issue, and, more importantly, help me to get these links working.
