Visio 2013 Blank out

Visio 2013 blinks out whenever I zoom-in to move lines. It does not allow you to see the Ruler or where to move each line.

It grey itself out every time you move a line regardless if you zoom in 200%, 400% or 1000%.  It allow you to view the Ruler at 100%.
