Custom Property Sets Window

I don't configure Custom Property Sets but have occassionally clicked on it.  Then I'm doomed to look at the Custom Property Sets bar or window for eternity.  I cannot find a way to make the bar go away permanently.  Clicking on the "X" makes it dissappear temporarily but as soon as I reopen an affected file it reappears.  How do I make it go away and stay away?
