Off Page connector does not work in PDF

Can somebody check why Off-Page connector does not work after publishing as PDF file. In Visio document everything is fine, but after I publish this file as PDF, connector stops working. I DO NOT print as PDF, I publish using Visio menu File\Publish.

If I create new file, insert Page-2, drop Off-page connector and publish it works normally, so I suppose that something is not OK with the file itself.

You are right this shapes after PDF-convertion dont work in PDF.
But if you draw same shapes and add them hyperlinks it work

I found an answer on the question "Why" - becasue drawing scale is 10:1
But why reference should depend on scale
