Help ....how to minimize - maximize via clickable callouts ???

Does anybody know how to use either callouts or some other feature to annotate with text that can be hidden and then made to re-appear via clickable controls ? 
I would like to annotate my network design drawings with low level "text" based information.

The classical approach would be to put the comments on a comments layer.
Now, it depends upon what "additional" requirements you have.
