Visio Guy

Hi. Can a  PDF drawing be converted to open as a WMF, or JPG file in Visio and then redesign and reconvet to PDF?

Visio cannot do it. I would start with attempting to open it in Adobe Illustrator and then use it to export as jpg. A better solution is to use Illustrator and do an image trace to convert it to an svg file which is a  better method to move it to Visio.
