Layers toolbar?

I remember using photoshop and there was a floating window that showed the layers.  You could quickly and easily swap between layers with one click.  Does anyone know a way to move that layers properties in Visio off by itself?

I don't know of any MS product that implements that Adobe feature of being able to 'float' a menu.
