DisplayLevel not working

I tried setting the DisplayLevel for two shapes, a triangle and some text, to 40, and 60, respectively.
The two shapes started out with the triangle in front of the text.
After setting the DisplayLevel cells for both of these shapes, the triangle remains in front of the text.
Does anyone have any idea why this feature isn't working as advertised http://msdn.microsoft.com/en-us/library/office/ff765166%28v=office.14%29.aspx?

I'm running Visio 2010 x64.
