"Select shapes partially within area" from VBA

Does anybody know how to toggle on/off this option ("Select shapes partially within area") from VBA code?
cant find it in ApplicationSettings object.

it's like a collusion against visio users))
imho - two of the most important functions are implemented terribly:
1. select shapes partially
2. panning with mouse wheel (now - CTRL+SHIFT+Right mouse button (sic!))

HOT KEYS! why cant I reassign them?! :((((
