Using Visio Premium 2010 (14.0.61006.5005) ...
I have created a drawing and have used Citrix shapes (http://blogs.citrix.com/2008/07/03/visio-stencils-for-the-citrix-dynamic-delivery-center/).  The Citrix stencil includes several variations on the standard default server shape, each with its own added icon, such as Server: XenApp, Server: XenDesktop, etc.

When I drag any of these Citrix server shapes onto my drawing and mouse over the shape, it shows "Server," without the punctuation, as though it's a ScreenTip. I wanted to change it, so thought I just needed to edit the ScreenTip text.  On Insert ScreenTip, there is no text.  When I add some, mouseover still shows "Server."

Mouseover with other shapes in the drawing shows text from Insert->ScreenTip.

I've tried all options of File->Options->General ScreenTip Style and File->Options->Advanced->Display Show Other ScreenTips checked and unchecked. (Unchecked turns off the "Server" and "normal" ScreenTips.)

I've tried adding the "Custom Properties section" to the shape sheet, but I think that's changed to Shape Data in Visio 2010.

How do I make this ScreenTip what I want it to be?

It's a complicated grouped shape, any or all of the sub-shapes can have their own screentip text. Actually, there are 19 shapes within that shape, several sub-groups, and an image.
The only way to get the result you want is to use the document explorer, find the shape, go through each sub-shape, open its shapesheet and check the comment cell.
Or edit the master within the stencil in a similar manner.

As Paul says your comment is buried deep in your group shape structure.

The easiest way to find this kind of thing is to drop a single shape into a new document and save it in xml (.vdx) format.  You can then search with any text editor or something like xml spy.

Looking at your first shape this it looks like 'Other Server' shape (ID 4) is the culprit.  The comment cell has a formula that looking for a master name in a particular format:

=INDEX(0,INDEX(0,MASTERNAME(),":"),".")

I would scrub that and move your comment to your top level group shape.

Hope that helps.
