Multiple shape hyperlinks not working with XP and IE6-8!??!

I have a Visio web page using Visio 2010 which has multiple hyperlinks in some shapes which works great and shows them all in a menu when you click on it in IE8, but in IE6 (can't upgrade users) the menu doesn't show and it just goes to 1 of the hyperlinks instead?

I've tried every publishing option (VML, JPEG etc.) and Jave updates, but get the same results each time, can anyone point me in the right direction before I redesign it?

What is the reason your users cannot be upgraded? IE6 is now 11 years old!

Policy and restrictions, amazing I know but sadly can't be changed.

Update - I've just discovered that this is also happening on IE8 with Windows XP machines. The one I just tested has Offce 2007 too, even more confused now!

Maybe something is getting lost between the Visio 2010 in Windows 7 being saved as web page and accessed by Xp??
