Persistent Borders

First of all, Hello I am a new user here and have come looking for your help

I am trying to create a Visio Template for work where there is always a persistent border when opening either the template and when subsequent tabs are opened. The added catch to this is that this border will need to carry text that will change per tab, so I would like to be able to edit the text fields on a per tab basis. The final request is that the main frame of the border and company logo be locked into position.

I hope that makes sense and that someone can help.
