Stop visio cropping when saving as image

Dear all.

Does anyone know how to stop Visio from cropping a drawing when you use "save as" to export it as an image?

Visio always seems to crop any unused space on the page, and enlarge the content of the drawing to fill the target size specified in the output options window when saving the image. I find this utterly infuriating! I'm trying to create a set of drawings which will be embedded in a document, and would like the components to be a consistent size. But since my images are being cropped, when I embed them at full page width in the document, the components are all slightly different sizes.

Any suggestions would be greatly appreciated. So far my options are to live with it, or draw a bounding box around my drawing to force Visio to create images of a consistent size.

There are two ways I've used to fix this problem:
a. put a small transparent shape in the corner of each page
b. save the file as PDF then export the PDF as images.
