Can I use a Control Handle as a Connection Point?

Hi.

See attached drawing.

Is it possible to make the control handles "stationary", so that when I move the rightmost shape on to the left shape, the control handle would glue to the connection point there?

This is only to make it more intuitive for the user, so he/she'll see the control handle, and know that that's the point that I will connect to something else...

Not in the way you desire.  The control point can be made glueable, but that only applies to when it is actually being dragged around.  Moving the shape that contains the control point won't make it glue.

You could "bury" a connection point under the control point to make it look like it's gluing.  Then, set the "guard" the control points x- and y- positions so it cannot "wander away".

While this seems like a nice idea, it prevents the "novice" from learning about the true nature of Visio and especially its connection points.  It may be convenient, but it keeps the ignorant, ignorant.
